Remove flat damage stat
The +Physical/Magical Damage stat is easily the most powerful and popular stat you can get on your equipment.
We've seen Wizard nerfed last playtest because stacking that stat was too powerful, and it only ended up making undergeared Wizards worse. It's negatively influencing the game's balance in many ways, and I don't think it can be fixed in any way other than straight up gone (at least as a random stat on rare gear, it might be fine if it's on 1 or 2 pieces of gear by default, like a specific dagger or wizard hat having it).
One big reason why and a potential solution is lack of "flat damage reduction", if players could just reduce magic damage they take by 10, that could balance things out, but that just makes the balance even worse, so please just get rid of it.

Your solution wrecks game balance and intended stat interactions. Just make scaling with add damage varied spell by spell. If the spell has many damage ticks make it a 10% scaling. If the spell is expensive maybe even do 110% scale. It's what Ironmace I think is doing. It just has to be more refined. -

<Hidden>The counter to flat damage increase is flat damage reduction. And so far only the cleric has a perk to do that on himself (by 3). Special attention has to be given to dots who apply this stat every tick, it got nerfed to 50% but still that's a crazy return value on a stat. Either provide flat damage reduction in equal amounts or remove the stat like he said and buff wizards for the game's sake.

<Hidden>I agree that flat damage increases have to be toned down, but flat damage reduction is very problematic on its own. It will completely cancel out quick weak attacks and may make you immune to PVE if stacked.
